In the inaugural episode of After-DinnerIT we meet Julius Segole, Chief Information Officer of the National Department of Social Development, and the Chair of the Government Information Technology Officers Council (GITOC) to consider the complexities of IT in Government in a pre-election South Africa.

Every CIO faces the challenge of satisfying multiple stakeholder constituencies. This is even more so in government, where performance is always public, the customer numbers are huge, the budgets are low and the requirements are frequently as political as pragmatic.
In the inaugural episode of After-DinnerIT we meet Julius Segole, Chief Information Officer of the National Department of Social Development, and the Chair of the Government Information Technology Officers Council (GITOC) to consider the complexities of IT in Government in a pre-election South Africa.
Julius discusses his background, the activities of his department and positions the activities of GITOC. Having had a long history, rising through the ranks in IT he’s well positioned to comment on the difficulties government faces with IT implementation, including the growing shifts into Mobile government, and the work being done on SOA. He also comments on the impact of politics on IT activities.
Finally, we had to ask: where was GITOC when e-Natis got it so wrong?
